In its transportation plan Réinventer Montréal, the Ville de Montréal wanted to provide different means of getting around Montréal such as a tranway network, the extension of the subway to the East, 400km of bike paths. Given its immense popularity in Europe, the Ville de Montréal decided to make a public bike system one of the measures included in the plan. BIXI is viewed as a complement to the public transportation system and as an alternative to the car for residents and tourists throughout the city.
At the end of its first season 4100 Bixi bikes were circulating and 372 stations had been installed in Montreal. Recognized by Time in 2008 as one of the best innovation of the year, Bixis can now be found in Boston, Minneapolis, London (UK) and Melbourne.
Currently Chief of Staff of the Mayor of the borough of Ville-Marie and special adviser to Transport to the Mayor of Montréal, André Lavallée worked for 35 years in Montréal neighborhoods in the areas of housing, urban planning and community development.
He was elected city councillor in Rosemont from 1986 to 1998. Appointed by Mayor Jean Doré in the Executive Committee, he established the first urban plan of the City of Montréal.
From 1999 to 2003, Mr. Lavallée served as Deputy Chief of Staff to Ministers of Municipal Affairs and Greater Montréal.
Mayor of Rosemont - La Petite-Patrie from 2005 to 2009, he was responsible for public transit and urban planning to the Executive Committee, he oversaw the establishment of the Transportation Plan and in particular, set up the public bike system BIXI. He also served as Vice-Chairman of the Executive Committee of the City of Montréal from January to November 2009.
Mr. Lavallee holds a Master of Business Administration (MBA) from University of Québec at Montréal.
